The Failure of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are fought: optimistic declarations are delivered from different nations. Significant resources is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by current data. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely provided by Western nations. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly becomes grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun fired at a aerial vehicle close by, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is impossible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until circumstances change in its benefit.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a only one week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
